Console task loading indefinitely

Hi,

I am having problems with Contao installation process on my paid hosting when I use contao-manager.phar.php.

"Contao check" reports that I have all prerequisites to install Contao 4, but when I run contao-manager I can't go further than Loading console task window (shown in attachment).

Where I am missing the point? I don't even know what to ask my hosting provider to change in configuration to make it work.

Is upgrade to php 7.1 only solution?
