how do i create users that can create users or...

I have a site where certain clubs have their own pagemounts. I need the club admins to be able to create users and attach them to groups. In other words the club admins need to allow backend login to certain people to perform certain tasks. I have checked that they have access to users and i check that thye have access to tl_user. However whn i press save the tl_user checks all disappear.

Any ideas how to get this working?
