Multiple Monitors for Comments

I have been trying to add an additional monitor (person) to the comment module to be notified when comments are made and haven't been able to figure it out. I would like the second person only to be notified and have access to this particular page.

I know in the news module you can have notification go to the administrator and the author so two individuals can be on top of things and this is what I am trying to accomplish with the comment module but with no success.
