[headlineoptions] Change the headlines available

I've created an extension that allows to change the headlines that are available to an editor. The headlines h1 ... h6 can be selected for every layout and every column. It is possible to prevent users from selecting h1 in sidebars, which can be helpfull for SEO and meaningful structure.
