Is it possible to export the complete configuration of a shop from a test site to a production site ?

Yes, export and import using any tool such as phpMyAdmin. But is this an active production site? Then make sure that all settings you make would be valid for all installed extensions, modules and settings that are on the site. But a config itself is nothing more then a database row, so if all values are valid you can...
