Irgendiwe bekomme ich immer einen Contao-Cache: miss.

Test-Umgebung: Windows laragon mit Apache und PHP 7.2.19
Ich habe in der .env folgendes konfiguriert:

In Contao habe ich den Cache aktiviert und für public auf 60 Minuten gestellt. Wenn ich nun mit einem ikognito Fenster die Seite /index.html aufrufe bekomme ich folgenden Response
