Installation scheitert bei der Composer-Umgebung

Guten Morgen,
ich möchte gerne eine frische Installation einrichten und scheitere an der Composer-Umgebung. Die Composer-Abhängigkeiten können nicht installiert werden, aufgrund von einem geblockten Plugin in meiner allow-plugins config. Die Config steht aber auf "allow-plugins": true.

Ich habe Euch mal alle Details und auch die Codes aus der Konsole und den JSONS hier unten aufgeschrieben, damit ihr den Prozess versteht.

Ich habe eine Subdomain eingerichtet, PHP 8.1 und 8.2 (beides getestet). Der Hoster ist HostNet, mit dem ich bisher keinerlei Schwierigkeiten hatte.

Ich lade den Manager in das Public-Verzeichnis der Domain und zunächst sieht alles gut aus. Er läuft durch, bis er feststellt, dass kein Contao installiert ist. Dann wähle ich die Installation von 5.3 aus.

Wenn ich den Manager dann erneut aufrufe, stoppt es schon bei der Composer-Umgebung mit dem orangenen Ausrufezeichen.
Wenn ich dann auf installieren klicken, wird nur der "composer install" ausgeführt, stoppt aber wieder an derselben Stelle.

Zusammenfassung:

Eigentlich sollte es bei der Arbeit ausschließlich mit dem Manager keine Probleme geben.

Wenn das Problem reproduzierbar ist, sollte dem aber nachgegangen werden (Github-Ticket erstellen), weil das über den Contao-Manager nicht notwendig sein sollte.
