Creation of extension language files

I have had a good look a round and cannot find any documentation relating to this.

If I wanted to provide an extension developer with an additional language file, how could I go about this?

There are some great German extensions out there, and I want to have a go at translating at least one of them.

I guess you could provide your translated language files in the Extension Repository (if you are registered for the ER), but I think there's also possible to send such translated files directly to the extension author via email.

if you're going to maintain that language, it's always better to register yourself as a translator and then translate those ones...
