403 page not showing up

I have a site with a private members area and if your session times out the 403 page does not show up, rather the page loads with no content, unless you are logged into the back-end as an admin. Is there a setting off somewhere? What am I missing?

How have you set up your site structure?
All the settings should be in the 403 page itself.
Do you have a page of pagetype "403 Access Denied". Is it published? is it protected but not assigned to that member group? does it have its own layout?
Thats about all i can think of.

I figured it out... somehow the page was placed outside of my website root.
