controlling menu expansion

I have a left hand navigation menu that expands when you click on the parent item: http://accessibility.umn.edu . I don't remember having to do anything special in to make this happen.

I am now working on another site where I styled the menu differently http://dsdev.ds.umn.edu. I would like this menu to also expand when I click on the parent items. For example when I click on Students, I would then see Registered with DS and Registration. I am not sure how to accomplish this.
