SOAP extension not loaded

When i try to start the extension manager i'm getting this error :
SOAP extension not loaded (configure PHP with --enable-soap).

Can someone explain how and where to fix this issue?

Soap is something that needs enabling on the server (the way you or your hosting provider have set up php).
