emailing a news article

I've done a quick search and couldn't come up with a solution to my conundrum.

I have created an employee recognition program on my intranet. People fill out a PHP form and submit it. An email is sent to someone in HR. They manually go into Contao back end and create a News Article that is then posted on the site.

Is there any way that when a person submits a form, either with PHP or somehow the system reading an email (from an inbox maybe), that a News article can be created?
