I want to add a similar page & functionality like http://erail.in/ in my Contao site. Can anyone tell me if it is possible to do this in Contao?

Given a dedicated developer and enough time? Most definitely yes. Contao would be ideal to build upon. But there is no current extension that I know of that can do this.

Mind you; that is a huge database with graphs and a lot of information and clever algorithms to find optimal path. I doubt it you will find this ready made for any CMS (though I am sometimes surprised by what people build (for free) for small audiences). Development costs for that will most likely be high.
