Web Directory in Contao CMS ?

What do you mean with "publications"?

I am not quite sure if Contao is the best CMS for your requirements because Contao strictly separates "frontend users" and "backend users".

"Frontend users" are people who can log into the website frontend and look at informations in these internal pages or download stuff from it. Usually they are not able to create something for these internal pages (except maybe text via the comments-module, a forum-extension or similar).

"Backend users" are the editors and administrators who log into the CMS-backend. They create informations, upload stuff, create new pages, etc.

I think, you are looking for a feature where "frontend users" are able to do things that only "backend users" are able to do with the normal Contao core-features.

I agree that Contao maybe is not the best choice but go to Drupal is not an option for its bad positioning in Google due to their weight.
