The Decree takes effect from April 15, 2018.
Specifically, conditions on information management for social networks include: Having an agreement to provide and use appropriate social network services and posting on the homepage of social networks; ensure that users must agree to use social network services online, then they can use services and utilities of social networks; have coordinated mechanism to immediately remove content of violation of Clause 1, Article 5 of Decree 72/2013 / ND-CP within 3 hours from the time of discovery by itself or at the request of the Ministry of Information and Communications. or licensing agency (in writing, phone, email); take measures to protect the confidentiality of users' personal and personal information; guarantee users' right to authorize the collection of their personal information or provide it to other organizations, businesses and individuals.

The Decree also supplements the conditions on organization and personnel for general websites and social networks. Specifically, regarding the personnel responsible for managing the content of aggregated information and social networking sites, the Decree requires at least 1 person responsible for managing the content of information on websites. Vietnamese nationality or for foreigners holding temporary residence cards granted by competent bodies, valid for at least 6 months in Vietnam from the time of filing; have information content management department. Regarding personnel of technical departments, the Decree requires a technical management department to have at least 1 person who meets the regulations.
In addition, in order to create a more favorable investment and business environment for businesses, compared to Decree 72/2013 / ND-CP, Decree 27/2018 / ND-CP has reduced 11 business conditions, 19 administrative procedures in the field of electronic information. Specifically: removing 5 conditions to post business in the field of providing electronic game services on the internet; 6 conditions in the field of operations of general websites and social networks include: 4 conditions of personnel responsible for managing information content, 1 condition of financial plans to ensure the establishment of the system equipment and 1 conditions for technical conditions for the license to establish social networks; remove 2 procedures in granting licenses to set up integrated websites and social networks; abolish 11 procedures in the field of providing online game services.

When Decree 27/2018 / ND-CP comes into effect, the following regulations will take effect, including:
- Circular No. 23/2013 / TT-BTTTT dated December 24, 2013 of the Minister of Information and Communications providing regulations on management of public Internet access points and points of public electronic gaming services;
- Clauses 6 and 13 of Article 2; Clauses 2 and 3, Article 7; Article 9; Article 21 of Circular No. 24/2015 / TT-BTTTT dated August 18, 2015 of the Minister of Information and Communications providing regulations on management and use of Internet resources;
- Clause 2, Clause 5, Clause 6 Article 2; Article 3; Article 4; Article 5; Article 6; Points a and b, Clause 1, Clause 2 and Clause 3, Article 7; Article 8; Clauses 1, 2, 5 and 6, Article 10 of Circular No. 09/2014 / TT-BTTTT of August 19, 2014 of the Minister of Information and Communications detailing management, supply and use activities information on websites and social networks;
